To provide a carbon dioxide and oxygen recovery device capable of separating carbon dioxide from oxygen and recovering carbon dioxide and oxygen from a gas mixture containing carbon dioxide and oxygen.SOLUTION: A carbon dioxide and oxygen recovery device 1 comprises a cathode 10 for reducing oxygen, an anode 12 for oxidizing water, a carbon dioxide desorption membrane 14 installed between the cathode 10 and the anode 12, an ion concentration membrane 16 installed between the cathode 10 and the carbon dioxide desorption membrane 14, a first electrolyte 18 situated between the cathode 10 and the carbon dioxide desorption membrane 16, a second electrolyte 20 situated between the carbon dioxide desorption membrane 14 and the anode 12, and a third electrolyte 22 situated between the ion concentration membrane 16 and the carbon dioxide desorption membrane 14. The device is configured such that carbon dioxide in a mixed gas containing carbon dioxide and oxygen is absorbed by being converted into hydrogen carbonate ions and the like using hydroxide ions, and is desorbed by reacting the hydrogen carbonate ions and the like with protons.SELECTED DRAWING: Figure 1 【課題】二酸化炭素および酸素を含有する混合ガスから二酸化炭素を酸素と分離して回収することができる二酸化炭素および酸素の回収装置を提供する。【解決手段】酸素を還元するカソード１０と、水を酸化するアノード１２と、カソード１０とアノード１２との間に設置された二酸化炭素脱離膜１４と、カソード１０と二酸化炭素脱離膜１４との間に設置されたイオン濃縮膜１６と、カソード１０とイオン濃縮膜１６との間に存在する第１電解液１８と、二酸化炭素脱離膜１４とアノード１２との間に存在する第２電解液２０と、イオン濃縮膜１６と二酸化炭素脱離膜１４との間に存在する第３電解液２２と、を有し、水酸化物イオンを利用して二酸化炭素および酸素を含有する混合ガス中の二酸化炭素を炭酸水素イオン等に変換して吸収し、炭酸水素イオン等をプロトンと反応させることによって二酸化炭素を脱離させる、二酸化炭素および酸素の回収装置１である。【選択図】図１
