To provide an electromagnetic brake device capable of reducing generation of instantaneous braking force even when electric power supply to the electromagnetic brake device is shut off during traveling for any reason.SOLUTION: An electromagnetic brake device 16 includes: a brake stator; a rotating shaft; a brake disk; a brake armature 42; an adsorption mechanism for adsorbing the armature to the brake stator; a first energizing member for energizing the brake armature 42 in a direction separating from the brake stator; and regulation members for regulating rotation of the brake armature 42. Notches 63 to which the regulation members are inserted are provided in the brake armature 42. The notch includes a groove enabling displacement in the circumferential direction of the rotating shaft of the brake armature 42 relative to the regulation member.
