An antenna is used for non-contact communication. A first control unit 10 performs non-contact communication via the antenna and performs settlement via the medium. A second control unit 20 is connected to the first control unit 10, includes an interface for connection to a host device 2, and performs encrypted communication with the host device 2 based on an encryption key compliant with PCI PTS standard.
