To suppress the appearance of flickering while preventing an illuminator from appearing in a state in which the illuminator is turned off in an HDR image obtained by using a plurality of images captured with mutually different exposure conditions.SOLUTION: An image processing device acquires data of a first captured image and data of a second captured image that was captured with an exposure time shorter than that of the first captured image. The image processing device also determines a composition ratio to be used when combining the pixel values of the first captured image and the pixel values of the second captured image on the basis of the pixel value of the first captured image.
