To provide a treatment device that enables the flow rate, temperature, and humidity of a heat medium to be independently controlled to achieve various types of heat treatment, and provide a heat medium generating device.SOLUTION: A treatment device includes airflow generation means that generates airflow, heat generating means that generates heat to produce a heated atmosphere, droplet generation means that generates droplets, and a containment chamber that accommodates a material to be treated. The droplets are heated by the action of the atmosphere, so that the heat medium is generated. The heat medium is guided to the containment chamber by the airflow.
