The control unit acquires target data indicating a production target of a plant 11 and detects a production progress state of the plant 11, compares the detected production progress state with the production target indicated by the acquired target data, in order to predict a work finishing time zone in which one or more users 12 working at the plant 11 will finish work on the basis of an obtained comparison result, and adjusts the time zone in which one or more vehicles 40 for commutation will pick up and transport one or more users 12, in accordance with the predicted work finishing time zone.SELECTED DRAWING: Figure 1
