To provide various behavior change urging information in line with a characteristic of a user for urging the user to change behaviors.SOLUTION: A computation unit is configured to: calculate an amount of characteristic about a user having a characteristic on the basis of by-characteristic business operator related information defining a relationship between information on a behavior change decided in accordance with a characteristic of the user and business operator information serving as a behavior object of the user after the behavior changed; calculate an amount of characteristic about the business operator obtained by converting characteristic information on the business operator included in the business operator information on a behavior after the behavior changed to the by-characteristic business operator related information; and when a matching degree between the amount of characteristic about the user and the amount of characteristic about the business operator satisfies a prescribed condition, generate behavior change urging information including the by-characteristic business operator related information and urging information urging the behavior change; and transmit the generated behavior change urging information to a terminal of the user.SELECTED DRAWING: Figure 12 【課題】利用者に行動変容を促すために、利用者の特性に合わせた多様な行動変容促進情報を提供する。【解決手段】演算部は、利用者の特性に応じて定められる行動変容に関する情報と行動変容後の利用者の行動対象となる事業者情報との関連性を定めた特性別事業者関連情報に基づいて、特性を有した利用者についての特徴量を算出し、行動変容後の行動に関する事業者情報に含まれる事業者の特徴情報を特性別事業者関連情報に変換した事業者についての特徴量を算出し、利用者についての特徴量と事業者についての特徴量との一致度が所定の条件を満たす場合に、特性別事業者関連情報と行動変容を促す促進情報とを含む行動変容促進情報を生成し、生成した行動変容促進情報を利用者の端末に送信する。【選択図】 図１２
