Summary:To positively return toner excessively put on a developing roller into a housing.SOLUTION: A developing device includes: a housing; a developing roller 20 extending in an axial direction; a lower film 60 that extends in the axial direction and contacts an outer peripheral surface of the developing roller 20; and a side seal 70 that contacts one end portion in the axial direction of the outer peripheral surface of the developing roller 20. The side seal 70 has an upstream seal 72 that overlaps one end portion in the axial direction of the lower film 60. The upstream seal 72 has a plurality of upstream convex portions 72A extending in a direction inclined so as to be positioned inside in the axial direction as it goes downstream in a moving direction on a surface contacting the outer peripheral surface of the developing roller 20. The lower film 60 has an inclined portion Eg inclined so as to be positioned inside in the axial direction as it goes downstream in the moving direction at an edge overlapping with the upstream seal 72.
