Summary:To provide a technique capable of easily acquiring a shape of a foot of a person to be measured in a no-load state.SOLUTION: A prediction device 1 includes: a communication device 16 that acquires person-to-be-measured data including measurement data of a shape of a foot of a person to be measured in a load state; a storage 13 that stores first sample data in the load state and second sample data in a no-load state that are calculated from measurement data of the shape of the foot of a plurality of samples that are the same in the load state and the no-load state; and a processor 11 that predicts the shape of the foot of the person to be measured in the no-load state.
