To select an optimal template at a high speed without using a complicated algorithm and encode an image at a high compression rate.SOLUTION: An image encoding apparatus 100 includes: a reference pixel extraction unit 11 which extracts, for each of a reference number of templates, values of reference pixels on the basis of a template that defines a pattern of positions of the reference pixels from an input image; a parameter acquisition unit 12 which acquires, by the reference number, parameters related to encoding the input image on the basis of the values of the reference pixels extracted by the reference pixel extraction unit 11; a selection unit 13 which selects a template on the basis of the parameters acquired by the parameter acquisition unit 12; and an encoding unit 14 which encodes the input image using the template selected by the selection unit 13.
