To provide a heated toilet seat and a heating seat with simple structures.SOLUTION: A heated toilet seat includes a toilet seat body, a heating seat laminated on a seating surface of the toilet seat body, and a protection layer laminated on the heating seat. In the heating seat, a heater pattern for heating the heating surface, a base film, and an electrode pattern for detecting a change in electrostatic capacity generated when a person sits on the seating surface are laminated in the order from the seating surface, and the electrode pattern is covered with the protection layer.
