To provide an expanding device which can reduce a risk that a holding table may be heated and can also reduce a risk that a sheet may be lifted from the holding table, while reducing a risk that foreign objects generated when heating the sheet may be adhered to a workpiece.SOLUTION: An expanding device 1 has: a frame fixing part 20 which fixes an annular frame 211 of a workpiece unit 200; a holding table 30 which holds a workpiece 201; an expanding unit 40 which expands a sheet 210; a heating unit 50 which heats the sheet 210 between an outer peripheral side of the workpiece 201 and an inner peripheral edge of the annular frame 211; and a cover 60 which covers the workpiece 201 held by the holding table 30.
