To provide a heater and an image forming apparatus that can increase the distance between an end in a short direction of a substrate and an end in the short direction of a heating element.SOLUTION: A heater according to an embodiment is provided with: a substrate that is formed of metal and has a shape extending in one direction; a first insulating part that is provided on a first surface of the substrate and has insulating properties; at least one first heating element that is provided on the first insulating part and extends along a longitudinal direction of the substrate; and a first protection part that is provided on the first insulating part, extends along the longitudinal direction of the substrate, and covers the first heating element.
