To reliably realize an original function of a governor in which secondary pressure is kept constant even when primary pressure fluctuates, in a proportional valve with a governor interposed in a gas supply path or the like.SOLUTION: A proportional valve A with a governor comprises: a governor G that has a valve housing 1 having a primary pressure chamber 11, a secondary pressure chamber 12, and a valve seat 14 having a valve hole 13, a diaphragm 2 that closes an end surface of the primary pressure chamber 11, and a valve body 3 that is connected to the diaphragm 2 and opens/closes the valve hole 13; and an electromagnetic solenoid S that varies pressing force in an opening direction in which the valve body 3 is away from the valve seat 14 to apply it to the valve body 3, where a reference range in a steady state is set for an effective current value of a DC current of a pulse waveform applied to the electromagnetic solenoid S, and a reference frequency in the steady state is set for the frequency of the effective current value.
