To provide an abnormality diagnostic device capable of appropriately performing diagnosis of a content of an abnormality generated in a fuel cell device.SOLUTION: In an abnormality diagnostic device 4, an abnormality diagnosis process is constructed of a combination of a plurality of determination processes of determining whether or not at least one of a measurement result of a measuring device of a fuel cell device 10 and an operation environment of the fuel cell device 10 satisfies a predetermined discrimination, in which a determination result of the determination process determined in accordance with whether or not it satisfies the discrimination condition includes at least one of a case where a transmission to another determination process is instructed and a case where a diagnostic result of the abnormality diagnosis process is specified.
