Abstract To efficiently detect a toner scattering near a developing area.SOLUTION: An image forming apparatus is provided with a photoreceptor drum 21 (image carrier), and a developing device 26 provided with a developing roller 26a (developer carrier) that stores toner therein, rotates in a predetermined rotation direction, and develops a latent image formed on the surface of the photoreceptor drum 21 in a developing area opposite to (or in contact with) the photoreceptor drum 21.
