Summary:To provide a network monitoring device which simultaneously satisfies requirements relating to monitoring of a network.SOLUTION: A network monitoring device 10 comprises a determination mechanism 110, an aggregation mechanism 130 and a priority control mechanism 120. The determination mechanism 110 determines whether or not a monitor target network 20 is normal based on monitor result data indicating a result of monitoring communications in the monitor target network 20. The aggregation mechanism 130 creates normality aggregation data by applying statistical processing to the monitor result data in a case where it is determined that the monitor target network 20 is normal.
