The control unit 15 transmits a first telegraphic message D1 to a center device 2, controls the communication unit 11 so as to receive a first response R1 from the center device 2, and acquires first response reception time, which is the time when the communication unit 11 receives the first response R1 from the center device 2. The control unit 15 transmits a second telegraphic message D2 to the center device 2 after the acquisition of the first response reception time, controls the communication unit 11 so as to receive a second response R2 from the center device 2, and acquires second response reception time, which is the time when the communication unit 11 receives the second response R2 from the center device 2.
