As control modes for controlling the water supply device 31 and the drainage device 33, the water management server 28 has a normal mode for adjusting the drainage height of the field H according to predetermined conditions, and a dam mode in which the drainage height of the field H is set higher than "normal-time drainage height" regardless of the predetermined conditions to enable a larger amount of water than that in the normal mode to be stored in the field H.
