Summary:To reduce porpoising while suppressing lowering of a speed of a vessel.SOLUTION: A system includes an outboard motor, a lift actuator, a sensor, and a controller. The sensor detects operation information indicating operation in a vertical direction of a stem of a vessel. The controller selectively determines a lift direction from a lift raising direction and a lift lowering direction, on the basis of the operation information, according to the operation in the vertical direction of the stem. The controller controls the lift actuator so that the outboard motor is lift-operated in the lift direction.
