To provide a work management device and a work management system which manage the work properly in consideration of the execution state of a resource.SOLUTION: In a work management system 10, a work management device comprises: an element information storage part which stores a work state and an influence degree index per a unit time to the work for each resource including a facility and a worker; a treatment information storage part which stores the resource of a treatment candidate according to a type of an abnormality and the time required for the treatment; an abnormality influence degree storage part which stores an abnormality influence degree of the resource dealing with the abnormality in a treatment period to treatment completion from confirmation of notification of the abnormality for each occurrence of the abnormality; an abnormality influence degree estimation part which estimates the abnormality influence degree by using both of the influence degree index on the work of the resource of the occurrence source of the abnormality and the influence degree index on the resource dealing with the abnormality; and a notification state management and display part which changes the resource dealing with the abnormality by using the abnormality influence degree in accordance with the change in a confirmation state of the notification by the resource dealing with the abnormality for the notified abnormality.SELECTED DRAWING: Figure 1 【課題】リソースの実施状況を鑑みて適切に作業を管理する作業管理装置及び作業管理システムを提供する。【解決手段】作業管理システム１０において、作業管理装置は、設備、作業者を含むリソース毎に作業状態及び作業への単位時間当たりの影響度指標を格納する要素情報記憶部と、異常の種類に応じた対処候補のリソースと対処に要する時間と、を格納する対処情報記憶部と、異常の発生毎に、該異常に対処するリソースが該異常の通知の確認から対処完了までの対処期間における異常影響度を格納する異常影響度記憶部と、異常影響度を、異常の発生源のリソースの作業への影響度指標と、異常に対処するリソースへの影響度指標と、の両方を用いて推定する異常影響度推定部と、通知された異常についての、異常に対処するリソースによる該通知の確認状況の変化に応じて、異常影響度を用いて異常に対処するリソースを変更する通知状態管理・表示部と、を備える。【選択図】図１
