Summary:To provide a touch sensor that can suppress breakdown of the touch sensor while suppressing noise of a detection signal for touch operation, and a method of manufacturing the touch sensor.SOLUTION: A touch sensor (1) has: an insulation base material (2); and conductive layers (3A, 3B) disposed on both surfaces (2A, 2B) of the insulation base material (2), respectively. The conductive layers (3A, 3B) include: a plurality of detection electrodes (11, 21); a plurality of lead-out wires (13, 23) led out from each of the plurality of detection electrodes (11, 21); and shield pattern portions (15, 25) disposed at a position overlapping in plan view the plurality of lead-out wires (13, 23) disposed on the other surfaces (2A, 2B) of the insulation base material (2).
