Summary:To provide a filling and packaging machine that can suppress the waste of bag webs in the adjustment process.SOLUTION: In a filling and packaging machine of the present invention, a double-folded outer bag web is supplied to a lower rotating body 302A of an inner bag filling machine 30, and is hung around a side seal sections 304 provided on the outer periphery of the lower rotating body 302A and side-sealed at predetermined intervals in the conveyance direction to form an outer bag. A vertically movable gripper 32A is arranged above the side seal portion 304 of the lower rotating body 302A to insert the inner bag into the outer bag.
