To reduce cost of creating a fill-in-the-blank question.SOLUTION: A fill-in-the-blank question creation device creates an incorrect answer from a fill-in-the-blank question sentence in which a correct answer in a question sentence is hidden by a blank. A context score calculation unit calculates a context score representing contextual naturalness based on peripheral words of a blank for each of incorrect answer candidates. A semantic score calculation unit calculates a semantic score indicating semantic closeness to a correct answer for each incorrect answer candidate.
