To provide a sealing device and a pressure buffering seal capable of improving pressure resistance.SOLUTION: A sealing device includes: a sealing device body 100 that is equipped with a reinforcing ring 110, and a seal body portion 130 integrally provided on the reinforcing ring 110 and made from an elastomer material having a sliding seal lip 132 on a shaft 20; and a pressure buffering seal 200 that is fixed to the sealing device body 100 by fitting on a sealing target area side (H) with respect to the seal lip 132.
