The first acquisition unit acquires a position of an intervertebral foramen from a three-dimensional medical image. The second acquisition unit acquires landmark information related to a vertebra in the medical image. The estimation unit estimates intervertebral foramen label information by using a plurality of pieces of association between the position of the intervertebral foramen and the landmark information.
