Summary:To provide a reaction force receiving device and a starting method which are simple in structure, easy to construct, hardly damaged by reaction force from a small-diameter shield machine, and capable of smoothly starting the small-diameter shield machine.SOLUTION: The present invention comprises a front member 50 provided on a front end face of an existing tunnel having an existing tunnel abutting surface 500a abutting on the front end surface of the existing tunnel and an inner protruding portion that protrudes inward from the inner peripheral surface of the existing tunnel, and a rear member 51 provided inside the inner peripheral surface of the existing tunnel having a jack pressing surface 510b that receives pressing force from a shield jack of a small-diameter shield machine. The front member 50 has a rear abutting surface 501a facing rearward on the inner protruding portion. The rear member 51 has a front abutting surface 510a facing forward.
