To solve the following problem in which conventionally, a training scenario including the types of monitoring information and control information is not developed in developing a training scenario; therefore, even for operations that may be actually executed according to monitoring information, the operation deviated from original assumption cannot be permitted as a time-sequence flow.SOLUTION: The operation information, control information and monitoring information of a monitoring control system, and the related information that associates the operation information and control information or the control information and monitoring information on a time-series basis are stored as history information.
