Summary:To provide a method for manufacturing a base material with a coating film exhibiting excellent interlayer adhesion of the bilayer coating film.SOLUTION: This method for manufacturing the base material with the coating film comprises: applying a first powdered paint including an epoxy resin and a curable catalyst on a heated base material to form a first coated layer; then applying a second powdered paint including a fluorine resin and a curable catalyst having reactive groups reacting with an epoxy group on the first coated layer to form a second coated layer; and curing the first and second coated layers by means of heat held on the base material to form first and second coating films.
