To provide a method for manufacturing a base material with a coating film exhibiting excellent interlayer adhesion of the bilayer coating film.SOLUTION: This method for manufacturing the base material with the coating film comprises: applying a first powdered paint including an epoxy resin and a curable catalyst on a heated base material to form a first coated layer; then applying a second powdered paint including a fluorine resin and a curable catalyst having reactive groups reacting with an epoxy group on the first coated layer to form a second coated layer; and curing the first and second coated layers by means of heat held on the base material to form first and second coating films. Each of the curable catalysts is at least one selected from the group consisting of an amine curable catalyst, a phosphorus curable catalyst, and a boron fluoride curable catalyst.SELECTED DRAWING: None 【課題】複層の塗膜の層間密着性に優れた塗膜付き基材の製造方法の提供。【解決手段】加熱した基材上に、エポキシ樹脂と硬化触媒とを含む第１の粉体塗料を塗装して第１塗装層を形成し、次いで、上記第１塗装層上に、エポキシ基と反応する反応性基を有するフッ素樹脂と硬化触媒とを含む第２の粉体塗料を塗装して第２塗装層を形成し、上記基材の保持熱により、上記第１塗装層及び上記第２塗装層を硬化させて、第１塗膜及び第２塗膜を形成する塗膜付き基材の製造方法であって、上記硬化触媒が、アミン系硬化触媒、リン系硬化触媒、及び、フッ化ホウ素系硬化触媒からなる群より選択される少なくとも１種であることを特徴とする塗膜付き基材の製造方法。【選択図】なし
