To provide production plan generation means configured to quickly determine whether a change in plans can be accepted or not and reduce management man-hours even when requests for changing production plans are made from each of a plurality of request means, in production planning of a business operator which produces products from a plurality of companies.SOLUTION: A production plan generation system is equipped with: a service management device which determines whether or not a request or a change in request from a consignor falls within an allowable range set in advance by a consignee business operator, responds to the consignor without communicating with a planning device of the consignee business operator if within the allowable range, and transmits a request to a production plan device if outside the allowable range and responds to the consignor after receiving planning results; and the planning device which calculates and formulates plans by estimating the number of requests from other business operators, corresponding to a period of a planning request which has been received without the service management device. The service management device and the planning device are each equipped with a function of ensuring integrity by synchronizing data between devices every time a production plan is formulated.SELECTED DRAWING: Figure 1 【課題】複数企業からの製品を製造する事業者の生産計画策定において、依頼手段が複数あり、個々の手段で生産計画変更要求が生じた場合であっても、計画変更対応の可否を素早く判定し、管理工数を下げる生産計画作成手段を提供する。【解決手段】生産計画作成システムは、委託元からの依頼や依頼変更に対して、予め委託先事業者が設定した許容範囲内の依頼かどうかを判断し、許容範囲内であれば、委託先事業者の計画立案装置と通信せずに委託元に回答し、許容範囲外の場合は生産計画装置に要求を送信し、計画結果を受信した後に委託元に回答するサービス管理装置と、サービス管理装置を介さない計画依頼に対し、依頼された期間に該当する他の事業者からの依頼数を推定し、計算立案する計画立案装置とを備え、これらは計画立案の都度、装置間で同期をとることにより、全体整合性を取る機能をそれぞれ備える。【選択図】 図１
