An impedance detection unit 31 of the battery monitoring device 96 detects the impedance Z of the plurality of cell batteries B in a pack electricity storage amount change period in which the amount of electricity Q stored in the battery pack 93 changes with the lapse of time. A cell electricity storage amount calculation unit 33 of the battery monitoring device 96 calculates the amount of electricity Q stored in the cell batteries B based on a change Zdd in the tendency in change Zd of the detected impedance Z.
