Summary:To provide a battery monitoring device capable of calculating a variation in a storage amount of electricity between cell batteries even in a situation where it is difficult to calculate the storage amount of electricity on the basis of a voltage of the cell battery.SOLUTION: In an electromotive vehicle 90, a battery monitoring device 96 monitors a battery pack 93 including a serially connected body of a plurality of cell batteries B. An impedance detection unit 31 in the battery monitoring device detects an impedance Z of the plurality of cell batteries B when a pack storage amount changes, i.e., when the storage amount of the battery pack changes over time. A storage amount identification unit 32 in the battery monitoring device identifies that a storage amount Q of a cell battery has reached a specific storage amount QL, QU on the basis of a change Zdd in a change trend Zd of the detected impedance.
