To provide a wheel with a simple structure, which can get over a step while maintaining stability during travelling on a flat ground; and to provide a vehicle.SOLUTION: A wheel 1 comprises: an outer ring 10 that rotates around a wheel rotary shaft Aw; an arm 50 that can linearly move with respect to the outer ring 10 along an arm shaft Aa parallel to a plane perpendicular to the wheel rotary shaft Aw; an arm operating shaft member 70 that can rotate around the wheel rotary shaft Aw independently of the outer ring 10; and a transmission part 90 that makes the arm 50 linearly move along the arm shaft Aa in the direction (projection direction Rp) of causing a section thereof to project radially outward from an outer circumference of the outer ring 10 when the arm operating shaft member 70 rotates relatively with respect to the outer ring 10 in one direction, and which makes the arm 50 linearly move along the arm shaft Aa in the direction (storage direction Rs) of storing the arm radially inward from the outer circumference of the outer ring 10 when the arm operating shaft member 70 rotates relatively with respect to the outer ring 10 in the other direction opposite to the one direction.SELECTED DRAWING: Figure 2 【課題】単純な構造で、平地走行時の安定性を維持しつつ段差を乗り越えることができる車輪及び車両を提供する。【解決手段】車輪１は、車輪回転軸Ａｗ回りに回動する外輪１０と、車輪回転軸Ａｗに垂直な平面に平行なアーム軸Ａａに沿って外輪１０に対して直動可能なアーム５０と、外輪１０と独立して車輪回転軸Ａｗ回りに回動可能なアーム作動軸部材７０と、外輪１０に対して相対的にアーム作動軸部材７０が一方向に回転する場合にアーム５０を外輪１０の外周より径方向外側に一部を突出させる方向（突出方向Ｒｐ）にアーム軸Ａａに沿って直動させ、外輪１０に対して相対的にアーム作動軸部材７０が一方向とは反対の他方向に回転する場合にアーム５０を外輪１０の外周より径方向内側に収容させる方向（収容方向Ｒｓ）にアーム軸Ａａに沿って直動させる伝達部９０と、を備える。【選択図】図２
