Summary:A skin information collection and utilization system that comprises element state acquisition means for acquiring a state of a predetermined element of skin at a monitoring target part and treatment means comprising a treatment unit and a treatment control unit for controlling treatment strength and/or notification means comprising a notification unit and a notification information generation unit for generating notification information performs treatment and/or information provision depending on a state of the predetermined element. The skin information collection and utilization system comprises: temporary variation detection means for detecting a temporary state variation by comparing the acquired state of the predetermined element with a past state; and exposure degree estimation means for estimating an ultraviolet radiation exposure degree on the basis of a degree of the detected temporary state variation.
