Summary: | To provide a movement control system, a movement control method, a control program, and a control device that can improve the continuity of automatic movement control from the outside for a mobile body.SOLUTION: A movement control system includes: a vehicle M; a control server 400 capable of communicating with the vehicle M; and a base station 300 for relaying communication between the vehicle M and the control server 400. When communication between the control server 400 and the base station 300 is not restricted, the control server 400 performs first automatic movement control of the vehicle M via the base station 300. When communication between the control server 400 and the base station 300 is restricted, the base station 300 performs second automatic movement control of the vehicle M. The first automatic movement control is automatic movement control with fewer tasks for a driver of the vehicle M than the second automatic movement control.SELECTED DRAWING: Figure 1
