To solve the problem that although a technique to deterring an overlap of voices among attendants in a voice conference is required and, for example, a method for determining utterance priority levels of speakers based upon relativity to a conference subject is available as one of the methods for deterring the overlap of voices, the method is to determine the priority levels in advance based upon static information before the conference start, and cannot be adapted to cases in which speaker of high utterance priority levels change as proceedings advance and change.SOLUTION: An utterance control device is caused to execute processing to: calculate, for a plurality of attendants who spoke within a predetermined time, priority levels of utterance based upon feature words of conference-related mail sentences and keywords acquired from conference voices one after another; and mute, based upon the utterance priority levels, utterance by attendances other than a specific person.SELECTED DRAWING: Figure 11 【課題】音声会議において、参加者間の音声の重なりを抑止する技術が求められている。音声の重なりを抑止する一つの手法として、例えば、発言者の発言優先度を、会議議題との関連度に基づいて、発言の優先度を決定する手法がある。しかしながら、当該手法は、静的情報に基づいて会議開始前に予め優先度を決定するものであり、実際の会議で起きるような、議事の進行、変化に伴って発言の優先度が高い発言者が変化していくケースには対応できない。【解決手段】発言制御装置に、所定時間内に発言した複数の参加者に対して、会議関連のメール文の特徴語および会議音声から逐次取得されるキーワードに基づいて発言優先度を算出し、発言優先度に基づいて、参加者のうちの特定者以外の発言をミュートする処理を実行させる。【選択図】図１１
