Summary:To provide a base station and a radio communication system that make it possible, in the case of using a terminal device in a sky area, to obtain desired communication quality by suppressing influence of interference between a cell in the sky area and a cell in a ground area.SOLUTION: A base station 20A for mobile communication comprises: an antenna 26; a radio communication unit 23 for forming a lower first cell 100A and a second cell 200A above the first cell, where the same frequency band is usable, so that radio communication is performed between a terminal device 30A in the first cell and a second terminal device 40A in the second cell via the antenna; and a resource allocation unit that in the same time zone, allocates a radio resource in the same frequency band to communication with a terminal device in either one cell of the first cell and the second cell and allocates no radio resource in the same frequency band to communication with a terminal device in the other cell. When the radio resource in the same frequency band is allocated to the terminal device in the second cell, transmission power control of reducing transmission power is applied to the terminal device to which the radio resource in the same frequency band is allocated.SELECTED DRAWING: Figure 1 【課題】端末装置を上空エリアで利用する場合に、上空エリアのセルと地上エリアのセルの干渉の影響を抑制して所望の通信品質が得られる基地局及び無線通信システムを提供する。【解決手段】移動通信の基地局20Aは、アンテナ26と、同一周波数帯を使用可能な下方の第一セル100Aと第一セルの上方の第二セル200Aとを形成し、第一セル内の端末装置30A及び第二セル内の端末装置40Aとの間でアンテナを介して無線通信を行う無線通信部23と、同一時間帯において、第一セル及び第二セルのいずれか一方のセル内の端末装置との通信に同一周波数帯の無線リソースを割り当て、他方のセル内の端末装置との通信に同一周波数帯の無線リソースを割り当てないリソース割当部と有する。第二セル内の端末装置に同一周波数帯の無線リソースを割り当てたとき、同一周波数帯の無線リソースを割り当てた端末装置に対して、送信電力を低減させる送信電力制御を適用させる。【選択図】図1
