Summary:To prepare a suitable earth-quantity allocation plan.SOLUTION: An earth-quantity allocation plan preparing section generates cut-earth and mound areas from three-dimensional landform data and three-dimensional design data of a planning region and extracts a mound block 4B' that is executable and greatest in mound height out of the mound areas. Also, the earth-quantity allocation plan preparing section extracts cut-earth blocks 4C1-4C3 that are executable and greatest in cut-earth height, in respective ones of a plurality of cut-earth areas adjacent to the mound areas including the mound block 4B'.
