To provide a woody base material capable of suppressing an emission of a harmful substance such as formaldehyde that might act as a potential cause of a sick house syndrome, and having practical water proofness, a decorative material equipped with the woody base material and a manufacturing method of the woody base material.SOLUTION: A woody base material 20 includes: a woody material 11 having at least one of forms of powder and chip; and a thermoplastic resin composition 12. The thermoplastic resin composition 12 includes a thermoplastic resin and an acid-containing resin containing at least one of a carboxylic acid and a carboxylic acid anhydride. The thermoplastic resin is a polyolefin resin having a melting point within a range of 120°C to 140°C.
