Summary:To make it possible to supply water for growth of plants while securing a void for root spread of the plants.SOLUTION: In a vegetation base 1, a water permeable base 5 is provided with voids among aggregates 4 forming an assembly, and vinylon fiber 6 is carried in the voids. The vinylon fiber 6: is carried on the aggregates 4 by a resin-based adhesive poured from a surface of the water permeable base 5 and reaching a prescribed depth range, and is disposed in a state where a part of the vinylon fiber 6 protrudes to outside of the resin-based adhesive; or is carried on the aggregates 4 by a resin binder used for fixing the aggregates across the whole of the water permeable base 5, and is disposed in a state where a part of the vinylon fiber 6 protrudes to the outside of the resin binder.
