To provide a settlement server capable of starting alternative processing of settlement means for contacting an inquiry system about propriety determination of a settlement using the settlement means in the settlement.SOLUTION: A settlement server 1 comprises a settlement request reception unit 21, an inquiry unit 22, a result acquisition unit 24, a settlement confirmation reception unit 23, and an alternative processing starting unit 26. The settlement request reception unit 21 receives a settlement request. The inquiry unit 22 contacts an inquiry system in charge of determining settlement propriety using first settlement means. The result acquisition unit 24 acquires results of propriety determination by the inquiry system. The settlement confirmation reception unit 23 receives, a plurality of times, a settlement confirmation for inquiring about settlement results concerning a settlement request from a settlement request issuance source while waiting for results of the propriety determination by the inquiry system.
