To enhance safety at the time of start of a vehicle while using a platform door regardless of a position of a door of the vehicle.SOLUTION: An object detection part 101 detects a passage area A1 photographed by a camera 40 on the basis of a video of the passage area A1. When an object is detected, an evacuation notification part 102 notifies to urge evacuation from the passage area A1. The object detection part 101 stands by until stand-by time passes, and detects the passage area A1 on the basis of a video of the passage area A1 photographed by the camera 40 after passage of the stand-by time. When the object is detected, a close determination part 103 determines that a vehicle door 7 cannot be closed. When the object is not detected, the close determination part 103 determines that the vehicle door 7 can be closed.
