To provide an operating device, an operating method, and a program that can reduce the workload of a user when a plurality of terminal devices are operated.SOLUTION: An operating device 1 includes an instruction receiving unit 10, a terminal operation unit 11, and an operation information management unit 14. The instruction receiving unit 10 receives an instruction according to the operation by a user. The terminal operation unit 11 operates a first external terminal device according to the instruction received by the instruction receiving unit 10. The operation information management unit 14 stores operation information indicating the operation performed by the terminal operation unit 11 on the first terminal device in storage means.
