To provide a radio-wave measurement device capable of changing a priority order of selection conditions.SOLUTION: A radio-wave measurement device 60 selects one of a plurality of first wireless communication terminals 20 as a communication counterpart of a second wireless communication terminal 20A. The radio-wave measurement device 60 includes a processing unit 61. The processing unit 61 selects the one of the plurality of first wireless communication terminals 20 as the communication counterpart of the second wireless communication terminal 20A based on a plurality of selection conditions F. The processing unit 61 performs determination processing which determines whether or not to change a priority order set in each of the plurality of selection conditions F. The processing unit 61 changes the priority order when a determination is made to change the priority order.
