Summary:To provide an excavation point specification device which can efficiently perform excavation even when a shape of an excavation object changes.SOLUTION: An extraction part (12) extracts a plurality of excavation point candidates that are candidates of excavation points where an excavation device starts excavation with reference to height information in a plurality of points of an excavation object excavated by the excavation device. An estimation part (13) estimates an amount of excavation excavated by the excavation device for each of the plurality of excavation point candidates extracted by the extraction part (12) based on an excavation track of the excavation device.
