The server device 3 includes: open circuit voltage estimation means for estimating an open circuit voltage of the secondary battery on the basis of the voltage included in the received measurement result; internal resistance calculation means for calculating an internal resistance value of the secondary battery on the basis of the received measurement result; and determination means for determining deterioration of the secondary battery and exhaustion of the secondary battery using the internal resistance value and the open circuit voltage.
