Summary:To provide a method and apparatus for a bead ring capable of more easily manufacturing the bead ring having a cross-sectional shape formed into an arbitrary desired shape, and a method for manufacturing a tire.SOLUTION: An element formation step M, in which a bead wire 15 covered with a rubber is stacked and wound vertically on an outer circumferential surface of a drum 2 to form an annular bead element 16, and at least one of the drum 2 and a holding plate 3 aligned in parallel is slidably moved in a direction approaching to each other to allow the bead element 16 to be transferred and placed onto the holding plate 3, is sequentially repeated. In each element formation step M, the bead wire 15 is stacked and wound on the outer circumferential surface of the drum 2 along a guide 2a a number of times predetermined based on a specification of a bead ring to be manufactured.
