Summary:To provide a vehicular illuminating device that can restrain an effect of thermal deformation of a sealing part, and can improve extraction efficiency of light, and a vehicular lighting fixture.SOLUTION: A vehicular illuminating device 1 comprises: a socket 10; a board 21 provided on the side of one end part of the socket 10; at least one light emitting element 22 provided on the board 21; a frame part 25 provided on the board 21, having a frame shape, and surrounding the light emitting element 22; a sealing part 26 provided inside the frame 25; and an optical element 27 provided on the sealing part 26. The sealing part 26 comprises a first portion 26a provided between the board 21 and the optical element 27, and a second portion 26b provided between the first portion 26a and the optical element 27.
