To provide a device that, from the viewpoint of facilitating slinging work and the like while ensuring the safety of workers around the crane, can appropriately adjust the frequency of alarm to be issued to the workers.SOLUTION: An alarm is not issued when simply a worker P1 carrying a terminal device 40 is present in a designated region R, but the alarm is issued from the terminal device 40 when, as a further requirement, a height h of a hook 17 or suspended load W is equal to or higher than a designated height H.
