To provide an information processing apparatus which distributes information to a user device in accordance with a state of a person carrying the user device, an information processing method, and a program.SOLUTION: In a distribution system, an information processing apparatus (communication server) which distribute distribution information to a user device specifies a state of a person at a shooting time, the person being associated with the user device, on the basis of imaging data acquired by an imaging apparatus of a vehicle, and distributes distribution information selected from multiple pieces of distribution information on the basis of the specified state of the person, to the user device.
